The QCADesigner is not opening because it needs the GTK runtime avialable for free from the Sourceforge website.
Access the following link and save the gtk2-runtime-2.24.10-2012-10-10-ash.exe to your PC. Double click it and choose Run as Administrator. Once the installation is finished, run the main installer of QCADesigner.
I have installed the QCA designer v2.0.3 tool. I can't find the icon for labeling and substrating, and even the bus layout is also not active.

You can add a label through the Add Objects interface. The official developers have created a page where you can see how to add a label to objects. I recommend that you visit the page linked below to see exactly how to add labels.

Even all the inputs and outputs are created buses, I not able to see the corresponding output waveforms for all the buses
